Architecture Decision Records (ADRs) are the highest-leverage layer: what was chosen, what was rejected, why, and what would force a revisit.

Rules: one decision per file; immutable once accepted; superseded never edited; IDs are NOT chip-scoped (use ADR-0042, not RC19-ADR-014).
