Power-management test chip. 180nm node.

Do not inherit 28nm defaults — this chip has its own PDK notes and its own supply defaults. Carrying 28nm/0.9 V assumptions into PMU1 pages is an anti-pattern.

TBD — populate with 180nm PDK notes and power-management specifics.
